What download issues are you having?
The above settings don't have anything to do with download. This is just upload.

The PDF download will lock up/freeze and not continue to download the PDF, nor display the file. These files are pretty small... 1MB - 2MB.
This is a known problem with WIN SVR 2008 R2 you have to download the hotfix! http://forums.iis.net/t/1161071.aspx Microsoft Issue. I installed the fix and all downloading issues went away.
