No connection to repository. Runway could not be installed ...no connection to: 'http://packages.umbraco.org'

I am unable to install packages from the Repository, I get the message above. I have taken all the steps I saw in other posts: gave IUSRS permission to c:windows/temp, added <default proxy> section to web.config (both ways) and I continue to get No Connection to repository. I am behind a proxy server - it's not showing any errors. When I browse tot he site http://packages.umbraco.org I get nothing - just a white screen.

I am able to work around it but it's frustrating.,

Any help would be greatly appreciated. Thanks!

Are you sitting behind any proxy server? In such a case usually this proxy should be put down into your application web.config file. Refer to http://msdn.microsoft.com/en-us/library/kd3cf2ex.aspx for detailed explanation of possible settings.

Thanks!  I hadn't added all the settings I needed to when I added it to the web.config.
