If someone creates a specific page or piece of content that needs to go live at a certain date and time, can the publication be scheduled or does the user have to perform the publication at that specific moment?

Do you mean via the API or just in the normal way?
If it's in the normal way then you just need to fill in a date in the 'Publish at' field
