This was working in a previous version of the site, and now the site has been updated it's stopped working.
The previous version was on a different version of umbraco, could that be the issue?
Maybe file doesn't exists or the usercontrol has a cache directive, which is not allowed! See the tracestack for more information!

I would guess that you are missing the .DLL file in the /bin/ folder, probably called PWUrlRedirect.dll or similar

This is the issue, it's an uncompiled project so there is no .DLL associated with the control

Tom - you ARE correct after all!
The reason I couldn't see the user control was because it wasn't in the previous site either.
When I went back a couple of versions it was there. it's now in place on the new site and working

Error creating user control
