I have download umbraco4.9.0 zip file after cofiguration with iis run at localhoast but than which type of packages basically needed?
it depends very much on what you are trying to do
for a simple example site that shows how to use it then the starter kits are very good for this
however if you just want some good packages to get started with
i can never begin now with out installing

I would just install a starter kit for the time being and check out the documentation at: http://umbraco.com/help-and-support/documentation
This will give you enough to get you going :). Personally i would not install anything else until you have a grasp of the fundermentals.
If you need any help, post back and someone will help you out :).
