I've now tried upgrading two 4.7.1 sites to 4.11.8, and both have had the same problem.
It stops at 5% in the database step on the install wizard on both, and I can't seem to find any more information as to what's going on!
I've checked the permissions, checked the connection string, checked the web.config for missing sections and updated it, checked for rewrite rules interfering, as far as I can see there's nothing wrong with any of that.
