We have several Umbraco 4.5.2 websites running on .NET 3.5.
Our customer wants to upgrade it to most recent version 4.11.10, but I realised that all downloadable releases are based on .NET 4 and not compatible with .NET 3.5.
For the upgrade part, I think that you should take a look on the upgrade path that Lee Kelleher, provides here, http://code.leekelleher.com/umbraco/archive/ I have used it several times with great success.

If you look at the system requirements for Umbraco 4.7.x or later it require ASP.NET 4, MVC 3. Yo can find the system requirement here: http://our.umbraco.org/documentation/installation/system-requirements
