I have not tried that specific host, but I have earlier had some of the same issues with permissions. You need to have writing permissions to your website-folder containing Umbraco. So maybe you could try to send them an e-mail, asking for writing permissions. This was my solution when I needed to permissions.
Here's a link from the winhost forums that might help. Staff seems knowledgeable about Umbraco so I would send them an email if this thread doesn't solve things.

Has anyone tried installing Umbraco on Winhost.com? I'm struggling with a hoard of permissions issues.
