I tried on my pc and on my server web. All users cannot login to system. Any Ideas?

In version 4 of umbraco hashed passwords are used by default, you will have to change it back to clear and then login.

Ok I've found this issue, but yesterday not working. (I recovered from another database an hashed password).
I've changed password to "Clear" and all will run!
