This is more a annoynce than a bug, but i just have a clean install of umbraco 4.5.1 and it's giving me the message to upgrade to 4.5.1 with the 42 fixes.
An interim fix, or if you'd just not prefer to receive these popups, you can set the umbracoVersionCheckPeriod setting in the web.config to 0

PS It may be worth checking the issue tracker on codeplex and either add it or vote it up if it already exists (Couldn't find one myself as the isse tracker was down when I looked)
