Maybe a bug, maybe it's my installation. But when I set a culture language to anything else than "Inherit" and hit "Save" and hit "Save and publish" on the page, the language setting is not saved. When I open culture and hostnames again, it is set back to "Inherit".
If you look at the network trafic it looks like it does save the correct value. Its just not preselected when the view is shown (which is problematic). But the value is saved correctly.
It has both been reported and fixed. Expect it to be in version 8.0.2 or something like that.
