I have just tried it on a setup as you describe. (Umbraco 6.1.6 and Contour 3.0.17)
It works just fine for me, but I have discoveredsomethings, to save your conditions it isn't enough just hit the save button, you have to hit the update field first, and then save button.
When you add a condition you can´t use the first one, you need to add a new one, like the screenshot below,
