I'm looking to offload my site's media, however I have no experience with Azure.
Is this a suitable configuration, or can i be improved?
I would enable 'secure transfer required' but apart of that looks good to me.
Would I then subsequently create a blob container into which i transfer the media folder contents?
Yes. Then you have to install the Azure file system provider (https://our.umbraco.com/packages/collaboration/umbracofilesystemprovidersazure/) and configure it with your storage account details. The package has a pretty good documentation.
