I have a requirement of creating a multi sites installation in Umbraco but the catch is, an admin can just select a theme and it creates a sub site based on the selected theme.
A bit like when you setup Umbraco, it asks you to choose a theme, then each of the sub site will have its own URL.

The they that you describe the case here I think that you have a look at our SAAS version of Umbraco called Umbraco as a Service.
With Umbraco as a Service, you have the possible to create project based on other projects that you have. Called baseline. https://our.umbraco.org/documentation/Umbraco-as-a-Service/Getting-Started/Baselines/
