I think you can use restriction of Umbraco users. Go to Umbraco -> Users Section -> Users node -> Select needed user and try to uncheck Members section for a user who should not be able to change Members.
Users - who can login to Umbraco backend.
Members - who can login to CustomerAdmins area on your site.
Unfortunately I do not think it is enough, I missed some requirements in my post, sorry.
For example, we got two customers, C1 and C2, they should both be able
to access the common area, but not be able to change/create anything in the common area.
They should have access to their own area that is locked to that customer, so C2 cannot accesss the pages that belongs to C1.
Each customer has to be able to create and publish pages in their own areas.
Someone from each customer (C1 and C2) is sort of a Customer Administrator and has to be able to create new Users, that automatically is restricted to only their own area, and these users also has to be able to create and publish content, but not create any new users.
As far as I know, only Users and not Members can log in to the backoffice and create new pages (I could be wrong).

Hi, new to Umbraco!
We have a scenario where we need to allow certain users (CustomerAdmins) to create other users (Regular users).
The CustomerAdmins should be restricted to creating users that only has access to specific parts of the CMS.
Is this even possible with the current permission system?
Is it possible to (within a reasonable timeframe, a week-ish) to build something that enables this?
