Could you please check that Yes - allow content of this type in the root is checked for at least one of Image or File media type. Then you should be able to get the upload area in the media section.
If you are running IIS. I would check to see your permissions on IIS or in the file system. Sometimes I have had to set up "NetworkService" on both the site files AND application pool permission.
I would also see about adding IIS_USR to have permissions to the Umbraco folder as well. All full permissions.
Permissions on the folders or files have bit me a few times in the past.
The good news is that i now can see the media section on the live envoirment.
I dunno exactly what did the trick. But i took the umbraco folder and the umbraco_client folder and overwrite it a fews times, and then it worked.

The upload area in the media section does not appear on my live environment. But locally it works.

Yes all media types is allowed at root.
I also just noticed another problem for this Umbraco installation. All other browsers than Chrome will not allow me to see the login page for Umbraco.
Can it be related somehow? :)

Just an update.

We also found out why the user not could see the umbraco login page. its related to this -> http://issues.umbraco.org/issue/U4-9674
