The simple answer is anything you can do with CSS, Javascript and HTML you can do to your Umbraco site.
You'll need to edit the homepage template and the CSS and Javascript files behind it. For that you need to check you have access to the Settings area in the Umbraco backoffice (it's the spanner symbol) on the left hand side of the Umbraco menu.

It might be worth installing a local copy of Umbraco to practice and see if you feel confident making the changes yourself.
I'd recommend you run through the Getting Started https://our.umbraco.org/documentation/Getting-Started/
And the creating a basic site https://our.umbraco.org/documentation/Tutorials/Creating-Basic-Site/
That should give you an overview of what you need to make the changes.
