Is there any ongoing work/thinking regarding the UI of the document type editor (where you design your doc types). E.g. why are content tabs displayed as vertically stacked panels? I'm thinking it would be an improvement if the tabs are displayed as (you guessed it) tabs, just like they are in the content editor.
If that's not possible, would it be possible to collapse/expand the stacked tabs?
I like your idea of collapsing/expanding the stacked tabs. You should add an issue here https://github.com/umbraco/Umbraco-CMS/issues, for discussion, and then someone might pick it up and do a PR.

In Umbraco 8, the tabs are swapped with stacked panels, so I don't think having them as tabs in the doctype editor would be a good choice. There is some discussion going on about the UX of this here: https://our.umbraco.com/forum/umbraco-8/93641-discussion-about-tabs
