Well well...found the problem. Unknown to our team there was another copy of the Umbraco supporting database was installed on the server (it is shared infrastructure).
The issue boiled down to Web Config - for whatever reason, even on the clone we ended up with an incorrect db.

Please be absolutely sure it's the correct database. I had the same problem, cause I received an old database from the client.
I have verified through ODBC connection and web config we are pointing to the same server in current prod and this clone.
Login to admin back console appears to work, only to redirect me to the "upgrade panel" even though versions are same
