Does clicking "Republish entire site" published unpublished things?

The xml on one of my live sites seems to have gone out of sync. Usually I fix this by clicking "republish entire site" but the site owners have got some unpublished nodes and some saved but not published nodes hat they don't want publishing yet.
Does clicking republish entire site publish these nodes as well, or does it ignore tem and just republish what is already published?
The only thing it does, is write the contents of the cmsContentXml DB table to the umbraco.config cache file; thus regenerating the umbraco.config file.
The cmsContentXml table only contains data of published nodes, so no unpublished nodes will get published.
