We recently took over a website and moved the site to a new server , but we can no longer access the control panel and the old hosting/managemnent company are reluctant to assist us.
Do we need to load a plugin on th enew server to access the CMS control panel.

You should be pretty much able to access the backend through yoursite.com/umbraco/
Do you recieve an error? If so, what does it say? It could just be that you forgot to setup read/write access rights on the new server?
Is the site running?
