One request I have: would it be possible to check if there is already a bit.ly link for the full URL in the specified account? If so, return that bit.ly URL rather than a newly generated one?
quick response! I was testing with shortened URLs on the same account but generated via their site so I guess maybe it doesn't make the connection as the old URL wasn't created using the API.
Our editors are going to love this package I think ;-)

As far as I am aware, if you use the same bit.ly API key to shorten the URL, then it should return the existing one.
I know that bit.ly will generate a new short URL if it's a different API key - for stats & tracking purposes.
