This is most likely a false positive based on heuristic-based scanning ("the effectiveness [of heuristic-based scanning] is fairly low regarding accuracy and the number of false positives").
Unable to download or install Formulate (Failed - Virus detected)
When trying to download the package locally, or trying to install it on an existing Umbraco site, I get the error: "Failed - Virus detected".

BTW, if you want a quick workaround, you can also install Formulate with NuGet (see https://www.nuget.org/packages/Formulate/).
