How can we deploy formulate form using courier? I can't see any option..

Formulate does not natively support for Courier, though if you wanted to build that support there would be nothing to stop you.
If you are using Umbraco Cloud, you can use Formulate with Umbraco Deploy. Just be sure to install both "Formulate" and "Formulate.Deploy".
