Is it necessary to have the umbraco.library.RefreshContent() call in Document_BeforePublish ?

I have a site that is getting SQL timeouts consitently when publishing the blog. It works when I remove the call to umbraco.library.RefreshContent() from the Document_BeforePublish event handler (in BlogDateFolder.cs). It seems to function fine without it. My question is, what was it for? Don't the calls to library.UpdateDocumentCache() earlier in the event handler code update the content? Seems like calling to refresh all content is over kill and unnecessary, but maybe I am missing something?
