We don't use PayPal our self so im not 100% sure about the differences between the PayPal products. The product we used to test PayPal was a standard account. But just give it a go with the express and see if works.
Have you enabled the IPN feature? The IPB should be send from PayPal and has nothing to do with Tea Commerce - so maybe look into the PayPal settings. I had some problems to get PayPal to send all IPN's from my sandbox account I remember. Some were send and others weren't - don't know why.

My client currently has a PayPal Express account - will it work or does he need PayPal Pro?

I am trying to test PayPal integration using PayPal Sandbox but I cannot get the IPN feature to work.
The test website is available via the Internet, I have set the IPN URL to http://www.mydomain.com/tcbase/teacommerce/PaymentCallback/PayPal.aspx but nothing happens. The payment works OK in PayPal but the order is not updated at my test site.
I have looked at the IPN history and there is nothing shown at all!
Any ideas?!

Typical ... I tried it again yesterday without changing any code / settings / etc and this time the IPN worked fine!
Ha ha great - thats how PayPal is with the IPN :)
