Something tells me that you don't use the latest version of Tea Commerce - because in that we removed /tcbase and use the standard Umbraco base stuff. Could you try and check this?
How to submit the order ?
I've merged step 1 to 3 on the same page.

Fixed it ... remember to set the acceptUrl and declineUrl on the payment method :)

I'm using the version installed through the Package repo.
Shouldn't that be the latest ?
It should be 1.4.4.2 - try go to the developer section - packages - installed packages and click Tea Commerce and check the version number
It says 1.4.4.2, but maybe it's because I've copied some XSLT from the starter kit.
Did you copy some dll files as well? Try and install from this url - http://our.umbraco.org/projects/website-utilities/tea-commerce/
But be aware that some of the stuff you have then done can be broken.
Should I uninstall first ?
