The tea-commerce section is only visible for the umbraco administrator account. When I give another user all right in the tea-commerce settings nothing seems to change. Regular users do not have access to the section.
Just tested it on a local install with Umbraco 6.1.1. No problems here. Did you remember to give them access to the Tea Commerce section at the edit user UI?

Are there any entries in the TeaCommerce_Permission DB table when you have configured permissions for another user?
