I have been experiencing this same issue recently but have today got it working. Here are the main things I would check which I needed to fix on my website.
1. Make sure you are using the latest version of uCommerce.
2. Paypal will need to call back to your site so make sure its internet facing.
3. Make sure the paypal payment option in the ucommerce back office is set to use the 'checkout' pipeline.

I have setup Paypal as one of my payment options. When I complete payment in paypal the order status is remaining at "Basket".
